1.if patient spinal cord is severed just inferior to foramen magnum can he voluntarily move his limbs? explain?

Nicholas is correct. TO answer the part he left out- reflexes below the injury , once the period of spinal shock has passed, will be increased markedly because of loss of inhibitory impulses from the brain. Initially the patient will be areflexic during what is called spinal shock. (q.v.)
